The Army in 1816 constructed both Fort Howard in Green Bay and Fort Crawford in Prairie du Chien. Fort Howard lay along the west banks of the Fox River in Green Bay.\nThis location proved somewhat unsuitable when mosquitos breeding in the nearby water caused an outbreak of malaria at Fort Howard in 1820.
